What is Local Law 87?

Local Law 87 (LL87) is 1 of 4 laws that constitute New York City’s Greener, Greater Buildings Plan (GGBP) to improve the energy efficiency and carbon footprint of New York City’s existing building stock.

Who Needs to Comply with LL87?

  • All commercial and residential buildings over 50,000 square feet

  • Two or more buildings together on the same tax lot that exceed 100,000 square feet

What Is Required to Comply with LL87?

LL87 requires property owners to utilize an accredited engineer to complete an initial ASHRAE Level 2 Energy Audit and Retro-Commissioning Analysis (the results of which are to be supplied in an Energy Efficiency Report) of their base building systems (see deadlines for initial report below), with subsequent audits due every 10 years.
